Pulaski County Sheriff Eric Higgins present s Arkansas Sheriffs’ Association Red Ribbon grant

Maumelle, Ark. — Pine Forest Elementary School Counselor Anna Phelps has been selected as a recipient of the Arkansas Sheriffs’ Association (ASA) Red Ribbon Grant, receiving $884.66 to support Red Ribbon Week activities at the school.

Pulaski County Sheriff Eric Higgins presented the check to Phelps and her Stinger students ahead of Red Ribbon Week. Phelps said she is eager to use the funds to make the week both memorable and meaningful for Pine Forest students.

“I am very excited to be chosen as a Red Ribbon Grant recipient,” Phelps said. “I plan to use the money on materials that will make Red Ribbon Week fun and interactive, helping students understand the importance of making healthy and drug-free choices. My goal is to make events like Red Ribbon Week something students look forward to each year.”

2025 marks Phelps’ return to the Pulaski County Special School District after many years. She said she is always looking for creative ways to make learning meaningful and enjoyable for students.

About the Arkansas Sheriffs' Association Red Ribbon Grant

The ASA Red Ribbon Grant program, established in 2017, provides funding to schools across Arkansas to promote drug-free communities. Schools may apply for up to $1,000 in grant funding, with local sheriffs presenting the awards to support prevention education and awareness.

Each year, from October 23 to 31, more than 80 million young people and adults demonstrate their commitment to a healthy, drug-free lifestyle by wearing or displaying the red ribbon, according to the United States Drug Enforcement Administration.
