Summary of Board Operations February 2012

On June 20, 2011 the Arkansas Department of Education removed the Pulaski County School Board of Education and Superintendent, Dr. Charles L. Hopson, and took control of the District. Dr. Tom Kimbrell, Commissioner, Arkansas Department of Education, will serve in the stead of PCSSD Board of Education. Former Superintendent Bobby Lester and Phyllis Stewart, ADE, were appointed as liaisons for the District by the Department of Education. Dr. Jerry D. Guess was selected as the Superintendent of the Pulaski County Special School District, effective July 1, 2011.

Old Business

  1. Amendment of Support Staff Allocations for 2011-2012. Recommendation was made that the 2011-2012 support staff allocations be amended to upgrade the Custodial Supervisor’s position from Support Staff Daily PTS Range 4 to Range 9. This position will inspect all schools and assist principals in supervising approximately 120 custodians. The position title for this position would be changed from Custodial Supervisor to Custodial and Grounds Area Facilitator. The difference between salary on Range 4 and salary on Range 9 is approximately $11,818 with benefits. Approved
  2. Reassignment of Elementary Principal at Harris to a temporary Elementary Assistant Principal. Effective, January 17, 2012, it was recommended that Dianna Bradshaw, Elementary Principal at Harris Elementary, be reassigned to a temporary elementary assistant principal position in the District for the remainder of the 2011-2012 school year. She has made this request due to illness. Approved January 19, 2012.

New Business

  1. 2012-2015 Technology Plan. This request was for approval of the technology plan for the next three year, 2012-2015. No funding will be required and the next step is to submit the technology plan online to ADE after approval. Approved
  2. Sale of Items at Jacksonville Star Academy (Old Jacksonville North side building). The sale would generate funds for the District by selling the items at Star Academy. Approved
  3. Change Order Number 008 (Sylvan Hills Middle). The following changes were necessary to complete the project: PCTO 070 – Add steps/sidewalk at loading dock area; PCTO 071-Add Soffit drop at roof hatch at gym; and PCTO 072-Electrical rough in intercom and surveillance. The cost of these changes, $15,120.00. Approved
  4. Adjustment of Bell Schedules for 2012-2013 school year. Approval to change the bell schedules for the 2012-2013 school year. The schedule for the current year has the secondary schools beginning earlier than the elementary schools, some as early as 7:30 a.m. and as much as 55 minutes earlier than some of the elementary campuses. The proposed schedule will narrow the beginning times with elementary schools starting between 7:45 and 8:15 a.m. and secondary campuses will begin as early as 8:10 a.m. and as late as 8:35 a.m. Dismissal times will vary accordingly. Adjusting the schedules will allow for more efficient use of district resources, and allow parents of younger students to see their students off on the bus or drop them off at the school on the way to work.   5. Contract Amendment for Architectural Services – Fuller Middle School. The roof has significant leaks and is beyond its service life. In-house repairs are not possible. The project cost is $463,000. The architectural fee is not to exceed 6.5%. Approved
  6. Hiring temporary Elementary Principal at Pinewood Elementary School. Effective January 11, 2012, it was recommended that the District hire Diane Ashenberger as a temporary elementary principal for the remainder of the 2011-2012 school year to replace the principal who is suspended. Approved January 19, 2012.
  7. Hiring temporary Elementary Principal at Harris Elementary School. Effective January 18, 2012, it was recommended that the District hire Mary McClendon as a temporary elementary principal for the remainder of the 2011-2012 school year to replace the principal who has asked to be reassigned as an assistant elementary principal due to illness. Approved January 19, 2012.
  8. Electrical Project at Jacksonville High School. Installation of electrical circuits and power throughout the campus to upgrade the technology/infrastructure improvement to support the School Improvement Grant (SIG). This portion of the SIG Project is funded up to $600,000.00. The balance, $25,697.80, will be paid for with District funds which was submitted on a fiscal distress debt form and approved by Hazel Burnett, ADE. Approved January 23, 2012.

Hearing

On February 7, 2012, a three-member panel consisting of Danny Knight (chair), Gloria Rogers and Ken Turner conducted a hearing regarding Superintendent Dr. Jerry Guess’ recommendation to terminate the employment contract of Deann Roberts, a teacher at Jacksonville High School. The meeting was held in the Pulaski County Special School District Administration Boardroom at 925 East Dixon Road, Little Rock, Arkansas. Ms. Roberts was charged with “conduct unbecoming a professional teacher.” After careful consideration and deliberation, the hearing panel found the evidence supported the finding and voted to uphold the Superintendent’s recommendation to terminate the employment contract. The panel’s decision was unanimous. As Commissioner of Education, acting in the stead of a school board, Dr. Kimbrell sustained the panel’s finding.

On February 22, 2012, a three-member panel consisting of Danny Knight (chair), Gloria Rogers and Ken Turner conducted a student hearing at the request of the parents/guardians. The meeting was held in the Pulaski County Special School District Administrative Boardroom at 925 East Dixon Road, Little Rock, Arkansas. The tenth grade male student from Jacksonville High School was recommended for expulsion for the remainder of the 2011-2012 school year. The student was charged with possession/use of firearm, weapon or facsimile weapon. After review and consideration of the evidence, the panel upheld the administration’s recommendation for the expulsion of the student for the remainder of the 2011-12 school year. As Commissioner of Education, acting in the stead of a school board, Dr. Tom Kimbrell sustained the panel’s findings.

The meeting was held in the Pulaski County Special School District Administrative Boardroom at 925 East Dixon Road, Little Rock, Arkansas. The eighth-grade male student from the PCSSD Learning Academy was recommended for expulsion for the remainder of the 2011-2012 school year. The student was charged with possession of illegal drugs. After review and consideration of the evidence, the panel upheld the administration’s recommendation for the expulsion of the student for the remainder of the 2011-2012 school year. As Commissioner of Education, acting in the stead of a school board, Dr. Tom Kimbrell sustained the panel’s findings.

The meeting was held in the Pulaski County Special School District Administrative Boardroom at 925 East Dixon Road, Little Rock, Arkansas. The tenth grade female student from Sylvan Hills High School was recommended for expulsion for the remainder of the 2011-2012 school year. The student was charged with disorderly conduct and assault/battery on staff. After review and consideration of the evidence, the panel upheld the administration’s recommendation for the expulsion of the student for the remainder of the 2011-2012 school year. As Commissioner of Education, acting in the stead of a school board, Dr. Tom Kimbrell sustained the panel’s findings.

Hearing

On March 2, 2012, a three-member panel consisting of Danny Knight (chair), Gloria Rogers and Ken Turner conducted a personnel hearing regarding the termination of Wilfred Davis, the lead custodian at Oakbrooke Elementary. Judy Wilber, General Counsel, represented the District. On February 2, 2012, Mr. Davis was charged with conduct unbecoming an employee and suspended with pay. The meeting was held in the Pulaski County Special School District Administrative Boardroom at 925 East Dixon Road, Little Rock, Arkansas. After all debate and testimony, the hearing panel found the District did not have the grounds to terminate Mr. Davis’ employment contract. Proper documentation was not contained in the employee’s file. The panel had grave concern that the principal, Kathy Kemp, was not present at the hearing to answer questions regarding her recommendation. As Commissioner of Education, acting in the stead of a school board, Dr. Tom Kimbrell sustained the panel’s findings.
