Classified Personnel Policy Committee Minutes: October 01, 2014

The Classified Personnel Policy Committee met in Conference Room A of the Central Office at 1 p.m. on October 1, 2014. In attendance were: Bill Goff, John Sparks, Julie Welfel, Becky Del Rio, Clint Walker, Charles Blake and Loria Bryant. Keith Cooper and Derek Scott were not in attendance.

John Sparks called the meeting to order at 1:07 p.m. on Wednesday, October 1, 2014 and reviewed the completed tasks for the upcoming election. Call outs and pay stubs announcements have been made and the minutes posted to announce the procedure.

The Classified Personnel Policy Committee finalized the election procedure:

Election Day will be held October 14th district wide at the locations where paychecks are distributed for the employee. Each employee will vote at the location where the paycheck is delivered. Ballots will be delivered on Monday, October 13th by courier in sealed, secure envelopes.

Loria Bryant will create the sign out sheets for all classified non-management positions for use at each location and will insure that the ballots are sent to the various locations for the election. Ballots will be mailed in secure envelopes and delivered by courier to the locations with directions regarding the process and requesting that the ballots be returned on October 15th to the designated district courier service personnel in the secured envelopes.

Each voting location will have a Location Ballot Officer (LBO). The Location Ballot Officer (LBO) will be the school bookkeeper or the classified employee designated by the department director.

Election rules:

  • There will be one ballot per person
  • Ballots to be completed in black ink pen
  • Each employee will sign out the ballot and sign in the completed ballot with the Location Ballot Officer
  • There will be NO replacement ballots
  • Completed ballots will placed in secure envelope by the Location Ballot Officer (LBO) at the location where paychecks are distributed and the LBO signing across the tape to insure the integrity of the security of the envelope.
  • The completed ballots will be collected on Wednesday, October 15th by the district courier service and will be held in the Rioch Print Center at the Central Office. The district courier will hand deliver the secured envelopes containing the completed ballots to the Classified PPC at 3pm for the counting of the ballots. Late drop offs will not be accepted. Any envelopes that have been tampered with will not be counted.
  • To comply with Arkansas School Laws Annotated 6-17-2303c, Bill Goff moved and Julie Welfel seconded the motion that the policy titled Personnel Policy Committee on page 3, first sentence in third paragraph be amended by inserting the word “voting” after the words “non-management classified employees” to read:
  • The non-management classified members shall be elected by a majority of all non-management classified employees voting by secret ballot.

Motion carried.

JulieWelfel moved that the administration review and respond to the request and to the job descriptions made by Lisa Peeples, the pre-K paras, the ALE paras, and HIPPY home visitors to move from range 3 to range 7 on the classified hourly salary schedule for the 2015-16 school year. Loria Bryant seconded the motion. Motion carried. Bill Goff will provide the information to the administration.
