The Classified PPC met in the Conference Room B on September 23, 2015. Claude Johnson, Emry Chesterfield, Loria Bryant, Regena English, Charles Blake, Clint Walker, Brad Montgomery and Julie Welfel were in attendance. Clint Walker called the meeting to order at 1:05 p.m. Brad Montgomery of Maintance and Regena English of Food Service were appointed by the Superintendent to serve on the Classified PPC with Charles Blake of Transportation who had been previously appointed and served.
Charles Blake asked for clarification of the dual seniority center lists regarding the employees affected as outlined on Page 13 of the Agreement between PCSSD and JNPSD concerning the detachment of JNPSD from PCSSD which was signed on July 29, 2015. Clint will contact Shawn Burgess to attend the next meeting to explain the agreement and to supply Exhibit C which was referenced in the agreement.
Clint Walker, Chairperson, discussed the Classified Personnel Policy Committee elections for the 2015-16 year for the positions of Paraprofessionals/Intercessors and Nurses/Therapist/School Psychologist/Others. According to the Policies, elections are to be held by mid-October and the PPC committee needs to be organized by the end of October.
Emry Chesterfield moved and Julie Welfel seconded the motion to nominate Claude Johnson to oversee and coordinate the election process and to obtain the nominations for the upcoming elections. Motion passed unanimously.
Election Day will be held October 13th district wide at the locations where paystubs are distributed for the employee. Each employee will vote at the location where the paycheck stub is delivered. Ballots will be delivered on Monday, October 12th by courier in sealed, secure envelopes. The completed ballots will be collected on Wednesday, October 14th by the transportation designated personnel and hand delivered to the Central Office for the counting of the ballots by the Classified PPC at 3 p.m. Late drop offs will not be accepted.
Loria Bryant will create the sign out sheets for use at each location and will insure that the ballots are sent to the various locations for the election. Ballots will be mailed in secure envelopes and delivered by courier to the locations with directions regarding the process and requesting that the ballots be returned on October 14th to the designated transportation personnel in the ballot boxes. These will be delivered to the Central Office to be counted by the Classified PPC.
To ensure that each classified staff member is aware of the upcoming election and the request for the nominations, announcements will be made by email, through notifications on the paystubs, and call outs in addition to a posting of the minutes at each location and the announcement within the minutes. A districtwide Email will be given to Deb Roush for sending out across the district. The Email sent to the locations for posting will include the request “Please post this notice at the location so that all classified staff may have an opportunity to read it.”
Call out to classified employees for soliciting nominations will occur on September 24th and September 28th at 7pm and paystub notification will occur on the October 2nd paycheck and will include the following information:
Nominations (to include name, department, and contact number) to be made by end of day October 5th to Claude Johnson at email@example.com or by phone at 501-516-1789. Please secure acceptance of the nomination.
Call out to classified employees for announcing and reminding about the election will occur October 11th and October 12th at 7 p.m. and notification to be placed on the paystub on October 2nd will include the following information:
Elections for the Classified Personnel Policy Committee to fill the two positions of Paraprofessionals/Intercessors and Nurses/Therapist/School Psychologist/Others will be held October 13th at the locations of your paycheck stub delivery.
Counting of the ballots will occur on Wednesday at 3 p.m. by the members of the PPC Classified Support Staff non-management positions. Claude Johnson and Clint Walker will meet with Ricoh representatives to receive the ballot boxes at 2 p.m. of that day.
Each voting location will have a Location Ballot Officer (LBO). The Location Ballot Officer (LBO) will be the school bookkeeper or the classified employee designated by the department director.
There will be one ballot per person.
The non-management classified members shall be elected by a majority of all non-management classified employees by secret ballot. Only non-management classified employees will be given a ballot for voting.
Ballots to be completed in black ink pen
The Location Ballot Officer will provide the sign out ballot and sign in completion of voting form. Each employee will sign out the ballot and sign in the when the completed ballot is placed in the lock box.
There will be NO replacement ballots
The lock box of the completed ballots will be collected on Wednesday, October 14th by the district courier service and will be held in the Rioch Print Center at the Central Office until the the district courier will hand delivers the secured ballot boxes containing the completed ballots to the Classified PPC at 3 p.m. for the counting of the ballots. Late drop offs will not be accepted. Any boxes that have been tampered with will not be counted. Loria Bryant will act as official recorder of the voting results and will contact the nominated employees with the election results.
Locks will be provided by the maintenance program and Claude Johnson will oversee the use and opening of the lock boxes.
Emry Chesterfield moved to adjourn the meeting at 2:10 p.m. Brad Montgomery seconded the motion. Motion passed unanimously.
