The Classified Personnel Policy Committee met in Conference Room A of the Central Office at 1:00pm on September 3, 2014. In attendance were Keith Cooper, John Sparks, Julie Welfel, Becky Del Rio, Clint Walker, Derek Scott, Charles Blake, and Loria Bryant. Bill Goff was not in attendance.
John Sparks called the meeting to order at 1:10 p.m. on Wednesday, September 3, 2014.
Mr. Bob Alexander, Executive Director of AR Benefits spoke regarding the changes in the benefits program as a result of the Affordable Health Care Act.
Wellness program exams are required prior to November 1, 2014. Each staff member received letter explaining the $75 credit. There is an appeal process. Physicals must be under the insurance plan. Each employee who completes the required wellness program exam will receive the $75 credit per month (this is on the benefits website for rates). Open enrollment is October this year. There will be changes in benefit plans for 2015. New hires after January 1 will automatically get the discount.
The legislature spousal exclusion: If spouse is working and has an employer offering insurance, then that spouse is not covered under the insurance plan. Employee is required to contact the benefits office to let them know. Letters were sent to each employee which need to be completed and sent in. There are 5000 spouses that this affects. If one spouse is a state employee and the other is a school employee, can be covered under one policy, there is not a spousal exclusion.
Part-time employees: must work 30 hours per week to qualify for benefits. (during the work opportunity time for one employer). All HRs are provided with letters for part-time employees for information regarding how to contact the exchange.
Enrollment verification: EB will verify that eligibility.
If a participant has the new Classic or Basic, that participant must establish a HSA, if eligible for HSA. After open enrollment, letters will be sent to establish the HSA. Go to datapath for information. IRS Pub. 969 for information about HSA.
Every plan offered by AR Benefits must have a deductible. The three plans (Premium, Classic and Basic) and rates are explained on the AR Benefits website.
John Sparks, Chairperson, discussed the Classified Personnel Policy Committee elections for the 2014-15 year for the positions of Transportation and Maintenance. According to the Policies, elections are to be held by mid-October and the PPC committee needs to be organized by the end of October.
Election Day will be held October 14th district wide at the locations where paychecks are distributed for the employee. Each employee will vote at the location where the paycheck is delivered. Ballots will be delivered on Monday, October 13th by courier in sealed, secure envelopes. The completed ballots will be collected on Wednesday, October 15th by the transportation designated personnel and hand delivered to the Central Office for the counting of the ballots by the Classified PPC. Late drop offs will not be accepted.
Loria Bryant will create the sign out sheets for use at each location and will insure that the ballots are sent to the various locations for the election. Ballots will be mailed in secure envelopes and delivered by courier to the locations with directions regarding the process and requesting that the ballots be returned on October 15th to the designated transportation personnel in the secured envelopes. These will be delivered to the Central Office to be counted by the Classified PPC.
To ensure that each classified staff member is aware of the upcoming election and the request for the nominations, announcements will be made by email, through notifications on the paystubs, and call outs in addition to a posting at each location and the announcement within the minutes. A district wide Email will be given to Deb Roush for sending out across the district. The Email sent to the locations for posting will include the request “Please post this notice at the location so that all classified staff may have an opportunity to read it.”
Call out to classified employees for soliciting nominations will occur on September 19th at 7pm and paystub notification will occur on September 19th paycheck and will include the following information:

Call out to classified employees for announcing and reminding about the election will occur October 11th and October 13th at 7pm and notification to be placed on the paystub on October 3rd will include the following information:
Elections for the Classified Personnel Policy Committee to fill the two positions of Transportation and Maintenance will be held October 14th at the locations of paycheck delivery.
The next Classified PPC meeting will be held on October 1, 2014, at 1 p.m. in Conference Room A of the Central Office.
