In response to the April 16th email from Superintendent Jerry Guess to the members of the Classified PPC, John Sparks contacted the members of the Classified PPC for to entertain a motion and discussion of the request by the Superintendent.

Subject: make up day
On January 9, we declared an hour delay to the beginning of school, and on February 7 we dismissed one hour early. Both decisions were based on considerations of safety for our students and road conditions encountered by our drivers bringing them to school and getting them home.
Ark. Code Ann.6-16-102 defines a school day as being six hours. Anything less than six hours but more than three hours shall be considered one-half of a day. Because we attended less than six hours but more than three hours on two separate days, we are considered to have attended school only one-half of a day each of those days. We are required to make up an additional full day.
The school calendar is a part of the contract for the current year. The contract cannot be changed without following the process defined in statute. Any change must involve both PPCs. The simplest route to the necessary end is for the committees to recommend the change to the commissioner. The commissioner can then approve or deny the proposed change. I am confident that he will approve the proposed change so we will comply with ADE standards. The certified and classified staffs will have to vote to ratify the change.
We are already attending school through Thursday, June 5. I would propose for your consideration that the additional day to attend would be Friday, June 6.
We have an advisory board meeting Monday night. Certified PPC will make proposals regarding policy changes to the board, and they will critique proposed policies adopted by the board and referred for their comments. Following that meeting, I plan to put together a special meeting agenda to forward the recommendations of the advisory board. We should include any proposals from the committees regarding the addition of the sixth day of make up to the calendar.
Will the chair of each committee arrange a meeting to consider these issues and formulate a recommendation? I plan to attend each of your meetings to answer questions.

On April 18, 2014, Bill Goff submitted the following motion to the Classified PPC:
I move that the Classified PPC recommend adding June 6, 2014, to the 2013 - 2014 school calendar to make up for two half-days missed due to inclement weather.
The motion was seconded by John Sparks.
John Sparks notified the Classified PPC “Assuming the Commissioner adopts this proposal, we would then need to conduct a vote of all classified personnel and receive majority approval in order to amend the calendar.” It is imperative that we conduct this vote via email as the committee considering the request meets Monday night. Discussion of the motion was accomplished through email correspondence.
The motion carried with the following vote:
