Classified Personnel Policy Committee Minutes: April 8, 2014

The Classified Personnel Policy Committee met in Conference Room A of the Central Office at 1:00pm on April 8, 2014. In attendance were Keith Cooper, John Sparks, Julie Welfel, Bill Goff, Becky Del Rio, Clint Walker, Derek Scott, Charles Blake, and Loria Bryant. The March 11, 2014 minutes were reviewed and approved via email responses on April 7, 2014 and submitted for posting on the website.

John Sparks called the meeting to order at 1:05 pm and began by resuming the discussion of the reclassification of webmaster/graphic artist position proposal of March 11, 2014. Loria Bryant moved and Julie Welfel seconded the motion to accept the proposal to move the webmaster/graphic artist position to a salaried staff position. Motion carried.

A recommendation by Will Reid was presented with a reclassification of technology positions as a result of a reduction in force of the three current positions of Senior Programmer/Analyst (Range 5). Following discussion of the proposal, Clint Walker moved and Charles Blake seconded the proposal. Motion passed.

Charles Blake presented a proposal for the reclassification of operations supervisor position to revert the hourly position back to a salaried, exempt position to be paid on Range 5 Step 1 of the Daily Rate Salary Schedule. Charles Blake moved and Keith Cooper seconded the motion. Motion passed.

Bill Goff presented a proposal from Paul Brewer for the reclassification of the position title of Personnel Specialist II to the be titled Personnel Specialist III to be placed on Range 11 (currently on Range 10) of the Support Staff Hourly Salary Schedule to better reflect the duties and responsibilities assigned to this position. Keith Cooper moved and Loria Bryant seconded the motion to accept the proposal. Motion passed.

Bill Goff, Charles Blake and Derek Scott presented the following proposal for Placement on Salary Schedule to replace the section in the current PPC Classified Manual to now read:

Placement on Salary Schedule

  1. Beginning July 1, 2013, for all new and promoted and demoted employees: All all relevant job experience will be considered for placement on the salary schedule when a new employee is hired or when a district employee changes jobs.
  2. Securing written verification of experience from a previous employer will be the responsibility of the employee and must be presented within thirty (30) calendar days of employment, promotion, or demotion or job change.
  3. Employees hired before July 1, 2013, may provide his or her immediate supervisor with written verification of experience relevant to their current job if they believe they have more years of experience than they are being credited for on the salary schedule. If the immediate supervisor believes the experience to be relevant to the employee’s current job, he/she will recommend that the district’s Human Resources Department verify the experience documented by the employee. The employee must submit the written verification of experience to his or her immediate supervisor no later than January 2, 2015.
  4. If the district’s Human Resources Department verifies the relevant experience submitted by the employee, the employee will be allowed to advance on the salary schedule up to three steps per year (two additional steps per year) until his or her placement on the salary schedule reflects all relevant years of experience. The additional advancement on the salary schedule will begin with the 2015-2016 school year.

 

Becky Del Rio moved and Keith Cooper seconded the motion to accept the proposal on the placement on salary schedule. Motion passed.

John Sparks asked the PPC to review the Proposed Salary Schedule for the 2014-15 School Year and to contact Bill Goff if any positions are not listed or if corrections to the listing of current job positions need to be made.

John Sparks initiated a discussion of the Out-of-District Behavioral Routes section of the PPC Classified Manual which currently reads the following:

Out-of-District Behavioral Routes (Specialty):

  1. Bus drivers employed after Sept ember 30, 2008:
    1. The pay for out-of -district behavioral routes that serve non-district sites which transport students who are identified as requiring specialized transport at ion as a related service according to Sect ion 504 or IDEA will be paid at their base rate of pay.
    2. Drivers assigned behavior routes prior to September 30, 2008 will continue to receive 1.5 times the rate of pay through the 2013-14 school year.
    3. After the 2013-14 school year, this out-of-District Behavioral Route policy will no longer be in effect and this section will be stricken.

John Sparks moved to amend the section of “Out –of District Behavioral Routes (Specialty) 1. b to read

b. “Drivers assigned behavior routes prior to September 30, 2008 will receive compensation at Range 12 Step 26 of the salary schedule.”

 and to delete the sentence in 1c.

Derek Scott seconded the motion. Motion passed.

Keith Cooper presented rules developed by the Maintenance Department regarding unscheduled absences which are currently being implemented.

Proposed Modifications to Existing Sick Leave Bank Policy, Personnel Policies for Certified Staff, Pages 91-93 dated February 5, 2014 will be considered at the next meeting.

The next meeting is scheduled for May 6, 2014 at 1:00 in Conference Room A of the Central Office. Meeting was adjourned at 4:33pm.
