Classified Personnel Policy Committee Minutes: March 4, 2015

The Classified Personnel Policy Committee met in Conference Room B of the Central Office at 1 p.m. on March 4, 2015 for a special meeting. In attendance were Bill Goff, Julie Welfel, Becky Del Rio, Clint Walker, Charles Blake, Emry Chesterfield, Claude Johnson, and Derek Scott. Loria Bryant was absent. Clint Walker called the meeting to order at 1:07 p.m.

Old Business

Kim White attended to discuss the current Reduction in Force Policy used by the Human Resources department and asked that a Seniority Policy be developed by the PPC. Currently the Human Resources Department is using the following policy: District seniority will mean the most recent period of continuous employment in the District as a contracted employee. Temporary employees without a written contract will not accrue seniority. An employee’s resignation or retirement will normally terminate District seniority. However, if a support staff employee returns to employment within one (1) calendar year, District seniority will not be terminated. If an employee returns to employment under the provisions of the Recall Policy, they will maintain their District seniority. A termination for cause or voluntary quit will terminate seniority in all cases.

Claude Johnson recommended that the development of a seniority policy should be tabled until the administration’s seniority policy dealing with the Jacksonville detachment is presented to the PPC. Charles Blake moved to table the discussion until the next PPC meeting and Julie Welfel seconded the motion. Motion passed unanimously.

Kim White presented the a proposal to the Classified PPC regarding changes to the Reduction in Force (RIF) policy within the PPC manual, particularly regarding seniority and open positions. Discussions were held regarding the definitions of open positions/least senior person in a position that RIF person is qualified for or has held that position before and the impact on the District with changing positions. No motions were made at this time.

New Business

An addition to the Separation of Employees section for the PPC manual was presented by Bill Goff to ensure compliance with law. Bill Goff moved and Charles Blake seconded the motion to add the following paragraph to the Separation of Employees section:

Therefore, the District is repealing its older policies and adopting this policy of simply complying with the aforesaid statutes in its dealings with its licensed employees. It is not the intention of the District in repealing the prior policies to diminish the substantive or procedural rights of licensed and classified employees. Any employee with questions about the content of any pertinent statute may inquire at the Superintendent’s office where every reasonable effort will be made to respond quickly and accurately.

Motion carried unanimously.

Derek Scott moved and Emry Chesterfield seconded the motion to adjourn the meeting at 3 p.m. The next meeting is scheduled for 1 p.m. on March 11, 2015 in Conference Room B of the Central Office.
