The Classified Personnel Policy Committee met in Conference Room B of the Central Office at 1 p.m. on January 14, 2014. In attendance were Bill Goff, Julie Welfel, Becky Del Rio, Clint Walker, Charles Blake, Emry Chesterfield, Claude Johnson, Derek Scott and Loria Bryant.
Chairperson Clint Walker called the meeting to order at 1:05pm.
Julie Welfel continued with the presentation of the change in salary range for the pre-school para-professionals as part of Old Business. Julie Welfel moved to transfer the positions of Para-educator for Pre-Kindergarten Program, ALE para-professionals, Intercessors and HIPPY Home Visitors, from a Range 3 to a Range 7 on the Salary Schedule effective 2015-16 school year. Motion failed due to lack of second. Emry Chesterfield stated that the motion should not be acted upon until the comparison study is made. Emry Chesterfield moves that Bill Goff look into process of conducting the comparison study with the Superintendent and return to the committee with the results of that discussion. Claude Johnson seconded the motion. Motion carried.
Charles Blake was contacted about the process of recall elections and how to ask PPC members to step down or resign. A flyer was distributed that suggested that some members be asked to resign. There is no policy detailing recall elections or procedures to ask someone to step down. Charles Blake referred to the Board’s Personnel Policy Goals which include the statement “To develop a climate in which high level staff performance, morale and satisfaction are encouraged." There will not be a motion made to develop procedures to recall an elected PPC member.
Claude asked that the topic of the occurrence or unscheduled absences policy used in the Maintenance Department and the concerns by the personnel about the “3pm deadline on the employee’s regular scheduled workday prior to the absence” be tabled to the next PPC meeting.
Becky Del Rio moved that election ballots be stored and kept for a period of five years and then destroyed. Julie Welfel seconded the motion. Motion carried. The ballots are currently stored in locked cabinet. Bill Goff has been asked to draft a policy regarding the current storage procedures for discussion at the next meeting.
Clint Walker mentioned that several employees have talked about early retirement incentives and he asked for the PPC to bring examples of the incentives offered by other school districts to the next meeting.
Charles Blake moved to adjourn the meeting at 2:00 pm. Claude Johnson seconded the motion.
The next meeting is scheduled for February 11, 2015 at 1 p.m. in Conference Room B.
