Classified Personnel Policy Committee Minutes: December 12, 2012

The Classified Personnel Policy Committee met on December 12, 2012 at 1pm in Conference Room A of the Central Office. In attendance were Clint Walker, Bill Goff, Belinda Jackson, Becky Del Rio, Julie Welfel, Charles Blake and Chairman John Sparks who led the meeting. Absent were Keith Cooper and Derrick Brown. Minutes of the November 14, 2012 meeting were read and approved. As decided at the November meeting, the policies were discussed through page 10 of the Board Policy Manual. Bill Goff moved that policies be labeled “G” for personnel and “D” for classified. Motion was seconded. All approved. On Page 2, John Sparks suggested periods be added to end of each numbered sentence and that grammar be checked. On Page 3 third paragraph, Becky Del Rio moved that the words “by classification voting” be removed. Julie Welfel seconded. Motion carried. On Page 3, third paragraph, Bill Goff moved that the sentence “The election shall be conducted by mid-October.” be added to be in compliance with the law (per 6-17-2302(e)). Becky Del Rio seconded. Motion carried. On Page 3, fourth paragraph, Bill Goff moved to omit the word “not” in the first sentence in compliance with law (per 6-17-2305(a)). Becky Del Rio seconded. Motion carried. On Page 3, fifth paragraph, Bill Goff moved to omit the phrase “no later than mid-“ and replace with the word “in” within the first sentence (per 6-17-2305(a)). Becky Del Rio seconded. Motion carried. On Page 6 - Definitions and Guidelines , John Sparks moved that a comma be added after “employment”, the word “that” be removed, and a comma be added after “performance”. Motion was seconded. All approved. On Page 10 of Staff Ethics/Conflict of Interest, Bill Goff moved to add #7 “Employees will disclose any direct or indirect interest they may have in a business that sells goods or services to the school district. Disclosure forms will be available in the Human Resources office. Directly interested means the employee receives compensation or other benefits personally from the business or has a financial interest in the business. Financial interest means ownership of more than five percent (5% interest), holding a position as an officer, director, trustee, partner, or other top level management, or being an employee, agent, independent contractor, or having any other arrangement in which the individual’s compensation is based in whole or in part on transactions with the school district. Indirectly interested means the employee’s family meets one or more of the above conditions. Family members mean spouse, children or spouse’s children, spouse of children or spouse’s children, parents or parents of spouse, siblings or siblings of spouse, anyone living or residing in the same residence or household or the same residence or household of spouse, or anyone acting or serving as an agent or as an agent of the employee’s spouse. (6-24-102)” Becky Del Rio seconded the motion. Motion carried. On Page 10 of Staff Ethics/Conflict of Interest. Bill Goff moved to add #8 “Employees shall not solicit, demand, accept or agree to accept any gratuity or offer of employment In connection with any contract or transaction of the school district. (6-24-112)” Becky Del Rio seconded the motion. Motion carried. Discussion 1: Add a rotation for PPC committee members so that present members have a time line and also so there is always an experienced member available to help with PPC process. Suggestion: 3 year terms with 2 people elected each time. TABLED. Discussion 2: The distribution process according to page 9 “Communication” section - annual distribution to employees. Mr. Goff will inquire about current distribution process. TABLED. Starting with January meeting we will start to discuss Salary Schedules and Mr. Goff will invite Human Resources to help explain current policies and express new ideas. Derek Scott has been appointed to the vacated Derrick Brown’s position on Classified PPC. John Sparks requested that the PPC read through “Leave and Absences “ page 44 for next meeting. Final portion of manual should be read by February. Mr. Goff recommended that the manual be completed for the April Board meeting.
