Classified Personnel Policy Committee Minutes: April 29, 2013

The Classified Personnel Policy Committee met on April 29, 2013 at 1 p.m. in Conference Room A of the Central Office. In attendance were John Sparks, Keith Cooper, Clint Walker, Julie Welfel, Belinda Jackson, Derek Scott, Becky Del Rio, Bill Goff and Charles Blake. Minutes of the April 1, 2013 were approved via email April 3, 2013 and have been posted on the website.

Old Business

Discussion of the current policy revision proposals: Personnel Policies Committee Section Becky Del Rio moved and Bill Goff seconded the following motion to clarify the rotation cycle of the non-management classified positions of the PPC, previously voted on and determined at the April 1, 2013 PPC meeting: Each of the six non-management positions elected during the Fall of 2012 shall serve the terms as decided by the drawing of lots during the April 2013 regularly scheduled meeting of the Classified Personnel Policies Committee. The current PPC members’ terms of office will be as follows:
  • One-year term: Student Nutrition, Clerical
  • Two-year term: Maintenance/Operations/Custodians, Transportation
  • Three-year term: Paraprofessional/Intercessors, Nurses/Therapists/ School Psychologists/Others
All non-management positions elected during the 2013-14 school year and following will serve three-year terms. The election cycle shall be:
  • 2013-14 year: Clerical and Student Nutrition
  • 2014-15 year: Maintenance/Operations/Custodians and Transportation
  • 2015-16 year: Paraprofessionals/ Intercessors and Nurses/Others.
In the case of resignation of non-management members, the position will be filled by election during the next election cycle and will be for the completion of the term being filled. Should more than two non-management positions be vacant, a special election will be held to fill all vacant positions. Motion carried. Compensation and Contracts: Second paragraph: minutes of 2-11-13 report that the first comma in that sentence should be stricken.
  1. Change word “of” to “on” to read “placement on the salary schedule” (minutes of 2/11/13)
  2. Add word “calendar” to read “thirty (30) calendar days” (minutes of 2/11/13)
Cell Phones and Cell Phone Use, 8d: Correct the grammar to read “who shall initiate and submit an…” (minutes of 3/11/13)

New Business

The Classified PPC considered the following revisions to the Personnel Policies for the Classified Staff. Bill Goff moved and Becky Del Rio seconded the following motions: Personnel Policies Committee: 3rd paragraph: Add “non-management” to first sentence to read: “The non-management classified members shall be elected….” Page numbers cited will need to be changed with the typing of the new policy changes. Drug Free Section: First paragraph: Change the word “week” to “calendar” to read: “…within five (5) calendar days, excluding holidays,…” Second paragraph: Add word “calendar” to second sentence to read: “Within ten (10) calendar days of receiving….” Motions carried. Bill Goff moved and John Sparks seconded the following motion: Disciplinary Action Policy Add to end of section: “Any employee who is absent from work for four (4) consecutive working days without notifying his supervisor of the absences will be considered as having voluntarily quit, unless the employee has a valid and sufficient reason for his failure to notify the supervisor.” Motion carried. Bill Goff moved and Keith Cooper seconded the following motion: Solicitation and Petitions Section: Second paragraph, second sentence: delete the phrase “if at all”. Motion carried. Bill Goff moved and Belinda Jackson seconded the following motions: Personnel Records: second paragraph: Return the word “not” and add to the end of the sentence “without a court order” to read
“Information obtained prior to employment, including confidential placement papers, information prepared by an identifiable employment interview committee, and information obtained in connection with an interview for promotional purposes, will be maintained in an individual personnel file and will not be available to the employeefor inspection without a court order.”
Compensation and Contracts: Add after the third paragraph and prior to the Placement on Salary Schedule: Return of Contract
An employee shall have thirty (30) days from the date of the receipt of his contract for the following school year in which to return the contract, signed, to the office of Human Resources. The date of receipt of the contract shall be presumed to be the date of the contract. Failure of an employee to return the signed contract within thirty (30) days shall operate as a resignation by the employee. No further action on the part of the employee, the Superintendent, or of the School Board shall be required in order to make the employee’s resignation final.
Motions carried. John Sparks moved and Bill Goff seconded the following motions: Fringe Benefits: First paragraph: delete: “With coverage effective April 1, 2012 and the first payroll deduction occurring on the first payroll in March, 2012,” Insert: "Eligible employees are contracted employees expected to work at least nine hundred (900) hours per year and all contracted bus drivers." To read: Eligible employees are contracted employees expected to work at least nine hundred (900) hours per year and all contracted bus drivers. The District shall provide each eligible employee with insurance as follows: Motion carried. Becky Del Rio moved and Bill Goff seconded the following motions: Under Sick Leave #5 Add the word “consecutive” twice and the sentence “However, if an employee has frequent absences of less than five days, the supervisor may request appropriate documentation.” To read as follows:
1. The employee may use up to five (5) consecutive days without a physician statement requirement. For absences after the five (5) consecutive days stated above, a physician’s statement may be required by the building principal or the employee’s immediate supervisor. However, if an employee has frequent absences of less than five days, the supervisor may request appropriate documentation.
Bill Goff moved and Julie Welfel seconded the following motions to the section: Compensation and Contracts under the Attendance Incentive: First paragraph insert “or the Arkansas Public Employees Retirement System” Add new section c “c. An employee with twenty-eight (28) or more years of service in the Arkansas Teacher Retirement System or the Arkansas Public Employees Retirement System who continues to work under the T-Drop program may receive this Attendance Incentive based on unused sick leave accumulated prior to entering the T-DROP Program.” To read:
"Each employee who has been employed by the District for a minimum of three (3) years who retires under the Arkansas Teacher Retirement System or the Arkansas Public Employees Retirement System shall be paid the certified substitute teacher rate of pay for each sick leave day remaining at the end of the employee’s final year of employment with the District. a. Eligible employees shall be compensated for all unused sick leave days on or before July 31. b. Payment shall be made in one (1) lump sum separate from regular salary payments due to the employee. c. An employee with twenty-eight(28) or more years of service in the Arkansas Teacher Retirement System or the Arkansas Public Employees Retirement System who continues to work under the T-Drop program may receive this Attendance Incentive based on unused sick leave accumulated prior to entering the T-DROP Program.”
Motions carried. Julie Welfel moved and Keith Cooper seconded the following motion: Leave and Absences: Leave Without Pay section: Strike the Leave without Pay section and replace with the Family Medical Leave Act. Motion carried. Keith Cooper moved and Julie Welfel seconded the following changes: Employee Holidays and Vacation: #5 insert the words “days of” after 30 and before vacation to read: “of 30 days of vacation…” #7 Add the word “eight” to read “There are eight recognized legal…” Motions carried. Bill Goff moved and John Sparks seconded the following motion: Sick Leave: second paragraph, last sentence: change the word “president” to “chairperson”. Motion carried. Bill Goff moved and Keith Cooper seconded the following motion: Sick Leave Bank section third paragraph, second sentence: change the time of the meeting to reflect the accurate time set by the SLB Committee. The word “Thursday” to be changed to “Wednesday” and the time “2:30” to be changed to “4:00 p.m.” Motion carried. Individual letters from Emry Chesterfield, PASS President, and dated April 26, 2013 were distributed to the members of the Classified PPC regarding concerns about the proposed conceptual illustration of support staff salary schedules.
