Certified Personnel Policy Committee Minutes: March 6, 2018

Present: Chairperson Pam Fitzgiven, Judy Stockrahm, Lovieda Ingram, Melissa Moore, Renee George, Superintendent Dr. Janice Warren, Shawn Burgess, Jeff Senn

 

I. Call to Order: 12:25 p.m.

II. Approval of Agenda:

Motion to approve was made by Dr. Warren; seconded by S. Burgess; Motion carried.  

III. Approval of November/October Minutes:  

Motion to accept October/November minutes with any necessary changes was made by R. George; seconded by M. Moore; Motion carried.  

IV. Old Business

  1. TimeClock Plus:  P. Fitzgiven asked if the procedure went before the Board for approval. S. Burgess stated since it’s a procedure then NO. Why are teachers placing leave in TimeClock Plus for field trips and testing? S. Burgess stated they were not aware of the testing but for field trips teachers are not in the classroom so they are required to submit leave. P. Fitzgiven disagreed stating field trips are part of teachers’ job assignment. When on a field trip, they are doing their job. It just doesn’t make sense unless another teacher is having to get a substitute to cover the class. Administration will address about getting one for testing.  

  2. Classroom Walk Throughs/Observations Triplicate Forms: Certified teachers are still doing CWT’s. Warren says it’s on the Dept Chair’s job description. They relay to the principal. It should be for positive feedback. P. Fitzgiven voiced her concern that certified teachers should not be doing CTW’s for ANY kind of use on another teacher’s evaluation. She also addressed her concern about some principals using this information as part of a teacher’s evaluation. Dr. Warren stated that should never happen.

  3. District Wide Form for Coaches/Teachers: Fitzgiven asked if this has been developed yet? Dr. Warren stated she believes it has. Fitzgiven requested to see a copy of it.

  4. Planning Time: Clinton Elem. reported that teachers are not being compensated for missed planning time. Dr. Warren stated teachers missing their planning should turn in paperwork to receive compensation.   

V. New Business

  1. PCSSD AMI: Fitzgiven addressed her concern that the Certified PPC continues to be excluded from the decision-making process of procedures/policies that affect teachers’ employment. By law, the AMI policy should have come through us before going to the Board for approval. Our responsibility is to go through the AMI packet and make necessary changes.
  2. Certified Personnel Policies
    1. Voluntary Transfer Request: Dr. Warren proposed to move date back to July 15th. The committee was given a draft of language change to the voluntary transfer request. After much discussion the following motion was made:
      A motion was made by Dr. Warren to delete current language on p. 116 and replace with draft language items 1 a.b.c.d. and 2; seconded by L. Ingram; Motion carried.

    2. Personal Leave:  Personal leave rolls over to next year as sick leave. Fitzgiven stated we need to add this to the policies. Dr. Warren stated she would like lang. that states personal leave cannot be used on parent/teacher conference days.
      A motion was made by S. Burgess to add language as #3 “Personal leave may not be taken on Parent/Teacher conference days.”; seconded by M. Moore; Motion carried.
      A motion was made by L. Ingram to add language as #7 “Unused personal leave will be added to the employee’s sick leave balance at the end of each school year.”; seconded by S. Burgess; Motion carried.

    3. Other: Motion to remove ALL Repealers from the policies was made by J. Stockrahm; seconded by L. Ingram; Motion carried.

VI. Other:

  1. Fitzgiven asked if there was a committee formed regarding teachers teaching more than 150 students as per the law. Administration said NO, but the Certified PPC needs to look at this at our next meeting.

VII. Adjournment
