Certified Personnel Policy Committee Minutes: September 5, 2017

Present: Chairperson Pam Fitzgiven, Loveida Ingram, Judy Stockrahm, Melissa Moore, Renee George, Superintendent Dr. Janice Warren, Shawn Burgess, Jeff Senn; Guests: Bobette Ray and Kiffany Davis Price

  1. Call to Order: 5:03 p.m.

  2. Approval of Agenda: Motion to accept agenda was made by R. George; seconded by Dr. Warren; Motion carried.

  3. Approval of May Minutes: Motion to accept with any necessary changes was made by R. George; seconded by M. Moore; Motion carried.

  4. Program Coordinators/Planning Time: The secondary and elementary literacy program coordinators were present to discuss issues in the schools with meetings and classroom observations for clarification. The following is what should be taking place regarding the Coaches responsibility in the schools:

    1. Meetings should not be taking place during planning time without teacher permission.

    2. Coaches are there to support teachers not to evaluate.

    3. Observations should be prearranged with the teacher prior to coming into the classrooms.

    4. Written feedback is to be given to the teacher within 24 hours and ONLY to the teacher. No copies of written feedback should be given to administrators.

    5. Coaches and Administrators should never come into the classroom together for observations.

    6. Coaches do not evaluate and are not part of the evaluation process.
      Planning Time: Coaches cannot direct any teacher to meet during his/her planning time. Dr. Warren stated there are no PLCs this year especially during planning time, but she wasn’t sure about what they were doing at the secondary level since they have more than the minimum 200 minutes a week for planning. Different schools are doing PLCs at the secondary level differently. Chairperson Fitzgiven stressed again the concern of inconsistencies across the district. Dr. Warren stated she would address the planning time issue.

  5. Bonus: CFO Denise Warren was unable to be here. Dr. Warren shared that funding based on decline in attendance prevents a raise but is hoping to give teachers a bonus. Sept 25 is a budget workshop with the Board and the items will be finalized.

    Chairperson Fitzgiven asked about NSLA money left over from last year—what happened to it? What did the District spend it on? Or is it still in the budget somewhere? She stated that any leftover money can be used for teacher salary as per the Governor/Commissioner. Email was forwarded to all committee members. Dr. Warren would check into it.

  6. Revisit unresolved issues from May Minutes: Question regarding salary of the Psych Examiners-- all but one is on the certified salary schedule. The other employee is on the classified because he/she is not certified. Therefore, is making more money than the rest—what is the job description? Does it require certification? If so does this person have a certification yet? S. Burgess stated she would check into it.

    Dr. Warren stated she did not know about an ESSA committee. Chairperson Fitzgiven stated she would have a separate conversation with her about ESSA.

    Remove the section where it discusses the Certified PPC in the policies (p7) and place that as a forward in the policies.

  7. Class sizes: At the secondary level, class size is a problem. S. Burgess spoke to ADE and they are still trying to get an understanding of the new law. This week a new commissioner memo should come out. The headcount may not match the body count. They can’t go over the 30 students per class nor can they go over 150 students total unless a teacher agrees to do so and get compensated for it. Chairperson Fitzgiven stated some teachers are being told they can’t do anything about it—Sylvan Hills Middle and Robinson High.

    Special Ed. Students: Fuller Middle has been assigned too many sped students. 15 at one time is the limit. Currently NO waivers have been requested for this school year regarding special education.

    Advisory period: This is being done differently at all schools. If this is a different period, and teachers are expected to teach then those students are part of the 150 student count. The reason for this extra time is because of priority and focus schools. Robinson Middle and High have reported issues with this. Chairperson Fitzgiven stated there needs to be consistency among the district. Is it going to be a separate period or is one period going to be extended?

  8. Use of Discipline Forms: This is referring teacher discipline forms. Robinson MS and HS and Sylvan Hills Middle have reported such forms being used. These forms have not been District approved and should not be used according to S. Burgess and Dr. Warren. Dr. Warren and S. Burgess share the only District approved form with the committee and stated they would take care of the problem.

  9. Waivers: The only waiver the District has currently is for student/teacher ratio at the secondary level. Seat time waiver, certification waiver, this is for the 4 high schools. It begins 18-19 and will affect this year’s 8th graders and 9th graders. No Special Ed Waivers.

  10. Certified PPC Election: The committee agreed to meet the 4th Tuesday of each month. Our next meeting will be Tuesday, October 24, 2017 at 4:30 p.m. at Maumelle HS. Chairperson Fitzgiven then allowed the administration on the committee to leave if they wanted when discussing the election process. They chose to leave and the committee updated the election timeline. One seat is up—R. George. Chairperson Fitzgiven will be responsible for sending election information out to all classroom teachers.
