Certified Personnel Policy Committee Minutes: March 7, 2017

Present: Chairperson Pam Fitzgiven, Loveida Ingram, Melissa Moore, Renee George, Paul Brewer, Dr. Janice Warren

I. Call to Order: 5:04 p.m.

Called a Quorum

II. Approval of Agenda:

Motion to accept the agenda was made by Loveida Ingram; seconded by Dr. Warren; motion carried.

III. Approval of February Minutes:

Motion to accept with corrections regarding Mills feeder pattern and the Instructional Facilitators was made by Loveida Ingram; seconded by Paul Brewer; motion carried.

IV. Student Handbook Update:

Chairperson Fitzgiven stated the Student Handbook meeting was productive but they did not focus on making changes to the consequences. One important change that will be made is to add the following sentence back to the referral form: A student excluded from class must have this Disciplinary Referral Form completed by an Administrator before being readmitted to class.” She stated that though it is currently not on the new forms this is still in the handbook and is still Board policy. Therefore, Administration is to follow this. She shared with the committee the changes the committee made and charged the Certified PPC to look closely at the consequences especially Level 1 to discuss at the April meeting.

V. Certified Personnel Policies Language Changes:

  1. Noninstructional Duties p. 121— Motion to accept the following language changes was made by R. George; seconded by L. Ingram; motion carried by way of roll call vote.
    • p. 121 Non-Instructional Duties     
      • 1. Teachers will be assigned duty with not exceed a maximum of sixty (60) minutes per week as per A.C.A. 6-17-117.
      • 2. Teachers may receive a stipend for duty, if working more than 60 minutes per week. 
      • 4. 2. Teachers required to perform non-instructional duties during their preparation time will be compensated their hourly rate of pay in accordance with A.C.A. 6-17-114.

  2. Lunch Duty p. 122— Motion to accept the following language changes was made by     R. George; seconded by L. Ingram; motion carried by way of roll call vote.
    • p. 122 Lunch Duty  
      • 2. Secondary teachers working lunch duty will enter into a separate contract with the District as per A.C.A 6-17-117 Noninstructional Duties and will be paid according to the supplemental salary schedule.
        • A. The selection process will be voluntary and based on seniority from the most senior having priority to the least senior in that order.
        • B. If there are no teacher volunteers, the building principal will hire outside the building reaching out to the local community.
        • C. Payment will be made at the end of each semester with the first payment being made prior to Winter Break and the second payment being made no later than the last teacher workday.
    • p. 177 Supplemental Salary for Extra Duty
      • 2. Secondary teachers working lunch duty will enter into a separate contract with the District as per A.C.A 6-17-117 Noninstructional Duties and will be paid according to the supplemental salary schedule.
        • A. The selection process will be voluntary and based on seniority from the most senior having priority to the least senior in that order.

  3. Off Contract/Flex Professional Development p. 107—Language change will involve clarification as to what the days are. The committee agreed to table for April meeting so Sam Altschul can look at it.
  4. Sick Leave p. 137—Language change to add “partner” and other specific people to whom an employee can use sick leave for. Committee agreed to table for April meeting.
  5. Department Chairperson p. 175—Motion to accept the following language changes was made by R. George; seconded by J. Warren; motion carried by way of roll call vote.
  6. p. 175 Department Chairperson 
    • 3. A secondary teacher serving as a departmental chairperson for a minimum of two (2) FTE’s or twelve (12) sections (including her/his own) shall be compensated annually per semester at the rate of $16.67 per section up to a maximum of $800.00 per year for departmental responsibilities.
      • A. Payment will be made at the end of each semester with the first payment being made prior to Winter Break and the second payment being made no later than the last teacher workday.
