Motion to approve the agenda and table items VII, VIII, and IX until Dr. Warren can be present was made by L. Ingram; seconded by M. Moore. Motion carried.
Motion to accept the November minutes with a specific correction to lowercase “NO” was made by L. Ingram; seconded by M. Moore. Motion carried.
S. Burgess shared a calendar recommendation from administration. The recommendation had students and teachers returning after Memorial Day Weekend. The Certified PPC had a calendar recommendation that allowed the last day for teachers and students to be on the Friday before Labor Day weekend. The Certified PPC agreed to let S. Burgess take the two calendars and present to Dr. Warren. The Certified PPC will make final decision on the calendar in January. Chairperson Fitzgiven stressed the importance of collaboration in order to present one calendar to the School Board and the importance of ending school before Labor Day Weekend in regards to semester exams and the decrease in attendance if school is extended past Labor Day Weekend.
D. Palmer presented orally. The Committee did not receive any prepared budget summary. She stated that PCSSD did not have a base that rolled over. Cut of deseg money is $20.8 Million. ADM came in higher than last year and is expected to be down next year. “This is our base critical year” according to Dr. Guess. Enrollment is decreasing-- Magnet kids will not come back into our funding. We will be losing around 300 kids which is approximately a $2 million loss. $17 million is what the District is shooting for.
Dr. Guess stated that the District is not looking at out sourcing because it affects teacher retirement. Out sourcing folks do not contribute to teacher retirement. Dr. Guess stated that the District is looking at changes to bus routes—20 bus routes will be cut. Chairperson Fitzgiven asked if the District was looking at making any cuts to Certified. Dr. Guess stated “no” but then stated they are looking at cutting instructional facilitators. Dr. Guess stated that they are already telling Coaches to get their CDL so they can drive the buses to various games, and they are looking at CBI para’s needing CDLs so they can drive the buses as well. Adkins could become Jacksonville’s and PCSSD have our own Pre-K program—transportation, custodial, utilities add up to several hundred dollars. Fringe benefits will be looked at with John Starling next week. The District pays $50 per person-- $1.4 million in fringe benefits. It’s for all employee’s. March or April is when benefits will be negotiated.
Chairperson/Secretary: Ingram made a motion to keep the Chairperson and Secretary as the current; seconded by Dr. Guess. Motion carried.
P. Brewer went over the documented leave for certified employees. In comparison, to last year’s leave during this time, the amount of leave taken has been cut in half. Chairperson Fitzgiven attributes the dramatic drop to the language change in the sick leave policy. The language now matches Arkansas law on sick leave.
Chairperson Fitzgiven voiced her concern with using specialty teachers, i.e., P.E., Art, Music, etc. as substitutes in the classroom. It is required that every student receives so many hours a week in those specialty classes. She suggested that it be required of every Principal to have a list of volunteers that could be called to sub if a sub fails to accept a job or show for a job. Also, in the past, administrators were required to substitute before ever calling on another teacher to substitute for another teacher.
