Certified Personnel Policy Committee Minutes: August 30, 2016

Present: Pam Fitzgiven, Loveida Ingram, Judy Stockrahm, Renee George, Melissa Moore, Dr. Janice Warren, Paul Brewer, Guests: Mr. Earl Williams, Mrs. Sandi Roy

I. Call to Order: 5:02 p.m. Quorum called.

II. Approval of Agenda:

Motion to accept agenda with changes by adding Parent Teacher Conferences was made by Dr. Warren; seconded by J. Stockrahm; Motion carried.

III. Approval of May 24, 2016 Minutes:

Motion to accept minutes with any necessary changes was made by L. Ingram; seconded by M. Moore; Motion carried.

IV. Allocations of $500 Per Teacher:

Earl Williams Coordinator of Budget Management attended on behalf of CFO Denise Palmer to explain the $500 per teacher allocations. He gave the committee a handout. Elementary teachers should receive $500 for instructional purposes. Chairperson Fitzgiven asked if ALL teachers District wide receive the $500 for instruction. Mr. Williams said yes.  He also stated that some departments, such as Science, should receive an additional $500 per teacher. Chairperson Fitzgiven reported that it is a District wide problem that #1 teachers don’t know about any money and #2 the schools are not allocating the money to the teachers. She asked where the money is going? Mr. Williams stated the money is being allocated to the schools and at the end of the year moneys not spent went back into the building fund for the District. Chairperson Fitzgiven voiced her concern that for 5 years the district is making money off the backs of teachers. So, what is the district going to do to fix the problem? Mr. Williams stated he would send an email to all principals and bookkeepers explaining that all teachers should receive $500 for instructional purposes, that teachers cannot be directed to use that money to purchase paper, and to inform principals and bookkeepers that teachers are to turn in receipts for reimbursement for instructional materials purchased with personal monies by a certain date. Chairperson stated that teachers need to know the date in which the $500 must be spent. The committee also agreed that the Superintendent should send a mandate to all principals and bookkeepers regarding the allocations for teachers.

Administrative Salaries: P. Brewer brought up about administrators not receiving their salary increase yet and explained Kristy Maneese has been out for personal reasons and before salaries can be changed education experience and years must be verified. He also stated that the increase should be in the September 16 paycheck and will be retro by dividing the amount they should have received by the number of paychecks remaining. The committee agreed that P. Brewer would send a memo to all principals to inform them when they will receive their pay and increase and that it will be retro-active. We need a memo sent out about when they’ll get paid. Administrators pay will be retro.   

V. Procedures for Teacher Workday and Faculty Meetings:

Chairperson Fitzgiven reminded the committee that on May 24, 2016 the committee voted unanimously to accept the procedures that Dr. Warren presented with a change to the start and end time for secondary teachers. She also distributed a letter from Commissioner Key to Dr. Guess stating he upheld the recommendation to deny the PPC proposal for a uniform teacher workday but upheld the recommendation to request the PCSSD administration develop practices and procedures to ensure fair notice and timing of faculty meetings and a consistent workday expectation across the district. Chairperson Fitzgiven asked Dr. Warren to explain what happened to the procedures. Dr. Warren explained she created a committee of administrators as per the Commissioner’s letter. The committee included Dr. Warren, Dr. Tackett, 3 elementary principals, and 3 secondary principals. Chairperson asked Dr. Warren if Dr. Guess involved the District’s attorneys. She stated it was her understanding that Dr. Guess took the procedures to attorneys Alan Roberts and Whitney Moore, in which they rewrote them in Memo form, and Dr. Guess directed Dr. Warren and Dr. Tackett to send the Memo to all principals. The committee voiced their concern with this and made motion to reject the memo.

Motion: A motion to reject the memorandum sent to principals by Dr. Warren and Dr. Tackett was made by L. Ingram; seconded by J. Stockrahm; Motion carried by way of roll call vote.

VI. Teacher Planning Time:

A teacher’s planning time is supposed to be within the instructional day unless the teacher requests that it be at another time. Chairperson Fitzgiven stated she is receiving reports from elementary teachers that principals are telling the teachers that they must have planning time before or after school. Dr. Warren stated that is not what the law says and she would address it with the principals. 

Parent Teacher Conferences: Motion to have parent/teacher conferences from 12:00 – 6:00 on Monday, September 16 was made by R. George; seconded by L. Ingram; Motion carried. 

VII. Certified PPC Election:

Elections must be held before the end of the first quarter which is Oct. 12. The members who seats are up for this year’s election are Pam Fitzgiven and Loveida Ingram. Dates on the 2015-2016 election timeline were changed to reflect the 2016-2017 school year. It is important that each school follows the timeline and the name of the election officials at each school be sent to Pam Fitzgiven in order for the ballots to be delivered properly to forgo any problems. Ballots will be hand delivered to Central Office on the 29th and counted. September 30th election results will be announced. The first meeting with the newly elected PPC members will be October 11th.
