Certified Personnel Policy Committee Minutes: May 24, 2016

Present: Chairperson Pam Fitzgiven, Judy Stockrahm, Melissa Moore, Loveida Ingram, Renee George, Dr. Janice Warren, and Sam Altschul

I. Call to Order: 5:05 p.m.

Quorum called

II. Approval of Agenda:

Motion to approve agenda was made by Dr. Warren; seconded by Loveida Ingram; Motion carried.

III. Approval of May Minutes:

Motion to approve May 10 minutes was made by Loveida Ingram; seconded by Melissa Moore; Motion carried.

IV. TESS Protocol and LEADS Protocol:

The Committee reviewed and collaborated with Sam Altschul and Dr. Warren. Recommended that references to the laws need to be entered for employees: TESS law Arkansas Code Annotated: 6-17-1502; 6-17-2805 for page 7; 6-17-2807 add to page 13; 6-17-1501 teacher fair dismissal act should be annotated on page 13.

V. School Protocol:

Dr. Warren shared a handout in which procedures for a teacher workday and for meetings had been established, as per Commissioner Key’s April 13 memo. The procedures created a reporting time for all teachers to report 15 minutes before the first bell rings for students and to remain 15 minutes after the dismissal bell rings (this excludes reporting time for bus duty). This would cause secondary teachers to have over an 8-hour workday. After some discussion, the committee agreed by way of motion to accept the procedures with changes to teachers report and leave time. 

Motion: A motion to accept the “Procedures: Reporting to Work and Meetings” as District procedures with elementary teachers reporting to work 15 minutes before the first bell rings and remain 15 minutes after the dismissal bell rings; while secondary teachers are to report 10 minutes before the first bell rings and staying 10 minutes after the dismissal bell was made by Dr. Warren; seconded by Loveida Ingram and Judy Stockrahm; Motion carried.

 VI. Anti-Bullying Language:

This was addressed 3 years ago. There was discussion about the need for anti-bullying language that addresses administration and staff.

VII. Dr. Guess’ Policy Recommendations:

Dr. Guess was not present to address the committee’s concerns about policy recommendations that he read to the principals at the recent principal’s meeting. Dr. Warren confirmed this and stated that recommendations were sent to the Commissioner and as soon as the policies come back from the Commissioner, Dr. Guess wants the Certified PPC to meet.

Motion to adjourn was made by Loveida Ingram; seconded by Dr. Warren. 7:25 p.m.
