Chairperson Fitzgiven asked if the district has an insurance committee. Paul Brewer stated that there is not an insurance committee. Who made the decision about teachers having to use all sick leave before short term disability kicked in and why? Paul Brewer called Chase Peler from JTS to answer question. Mr. Peler stated the district had two choices: Pass increase on to the employees or offset it by having the employees use all their sick leave. It was a district decision to make teachers use all sick leave before short term disability would kick in. Chairperson Fitzgiven stated that short term disability is useless for those teachers who have accumulated more than 13 weeks of sick leave. She also voiced her concern that this decision was made without bringing it to the Certified PPC—a direct violation of the law.
Chairperson Fitzgiven asked if principals were told that there would be changes to the sick leave policy. Dr. Warren stated that Dr. Guess indicated at the last principals meeting that changes to sick leave will be made. Chairperson Fitzgiven reminds the committee that policies don’t just change like that. There is a process in which any policy change must go through.
A.C.A. 6-17-705 states that each district will develop a Professional Development Committee. This committee under the law will be “involved in the design, implementation and evaluation”. In the past, the PD committee was responsible for looking at the evaluations and using the evaluations to design PD training that was beneficial to teachers. The District has not been in compliance with the law since our Professional Negotiated Agreement (PNA) was taken from us and replaced with a Personnel Policies Committee.
Chairperson Fitzgiven stated that for the first time in 3 years she is asking for the Certified PPC to meet during the instructional day to discuss changes in the Sick Leave policy and the Professional Development policy. Dr. Warren recommends 2 teachers from the Certified PPC, 2 support staff from Classified PPC, Dr. Williams, and Sam Altschul to be on the PD Committee. Discussion of the format of the committee will continue at our March meeting. The Certified PPC agreed to meet at 1:00 p.m. on March 2, 2016.
Chairperson Fitzgiven asked if the district already knew what the bus schedule will for next year because schools were receiving changes to bell schedules. Dr. Warren has the new bell schedules. Sherwood feeder-- bell schedules will change next year due to the 9th grade campus. Elementary schools will be starting earlier due to the change in bus route.
