Certified Personnel Policy Committee Minutes: September 8, 2015

Present: Chairperson Pam Fitzgiven, Loveida Ingram, Judy Stockrahm, Renee George, Dr. Janice Warren, Paul Brewer, and Superintendent Jerry Guess

I. Call to Order: 5:09 p.m.

II. Approval of Agenda and August Emergency Minutes:

Motion to approve agenda was made by Dr. Warren; seconded by P. Brewer. Motion carried.

Motion to accept minutes with corrections as needed was made by L. Ingram; seconded by P. Brewer. Motion carried.

III. Procedure for Principals/Schools for “Take Your Legislator to School Month”.  

List of suggested greeters was presented to Superintendent Guess to send to principals.

IV. Procedure for Making-Up Parent/Teacher Conference Days:

Teachers who miss 6 hour parent/teacher conference day can make up their conferences after school and not be docked a day of sick leave for missing the conference day. Teachers can make arrangements with his/her principals as to when the 6 hours will be made up.

V. Establish Policy for Teacher Workday:

Chairperson Fitzgiven stated there is an inconsistency across the district as to when the teacher workday begins and ends. Teachers have had a 7 hour and 40 minute day since 1993 and have continued to work under a 7 hour and 40 minute day since the ADE has had control of PCSSD up until this year. Fitzgiven stated a policy be made for the 2016-2017 and a memo of understanding needs to be made for this year. Superintendent Guess and Dr. Warren asked if we could table this discussion to research what principals are expecting at each school. Discussion was tabled until October’s meeting.

VI. WillSub

Personal/Sick Leave: Controversy about approval. Chairperson Fitzgiven stated teachers have reported that some principals are telling their staff that sick leave must be pre-approved. P. Brewer stated that principals don’t have the authority to do that. Superintendent Guess stated a memo was sent to all principals regarding the language in the Personnel Policies about personal leave for Friday before Labor Day and the Tuesday after Labor Day, but no directive was given about pre-approving sick leave.

  1. ½ day leave: There is no half day option on WillSub. P. Brewer said he would look into this.
  2. Bus Duty: Can subs do duty? Superintendent Guess stated that substitutes need to do whatever the job assignment is for that particular teacher and bus duty is one of them.
  3. What is the half day point?-- another reason why the length of the teacher workday needs to be establish.

VII. Proposal for Payment of Assigned Lunch/Bus Duty:

Proposal for lunch/bus duty payment presented. “Teachers who have been assigned to Lunch Duty will receive $500 as per the policies to be paid in a separate check on the first regular pay period after the first semester and on the last regular pay period in May. Teachers who have been assigned to Bus Duty will receive $500 as per the policies to be paid in a separate check on the first regular pay period after the first semester and on the last regular pay period in May”.

Motion to accept the proposal was made by L. Ingram; seconded by J. Stockrahm. Motion carried.

VIII. Principal’s Request for 3.2% Pay Increase for Certified Administration:  

The Chairperson and the Superintendent received a letter requesting the Certified PPC make a salary proposal for administrators to receive a 3.2% increase added to the base of their salary schedule. There was some discussion. Chairperson Fitzgiven stated that in the past when teachers received a percentage pay increase, administrators received the same percent increase but it was not added to the base of the administrators’ salary schedule. It was just a percent increase. Therefore, if administrators receive a pay increase, it should not exceed the flat dollar amount that teachers received for the 2015-2016 school year. Superintendent Guess agrees that administrators probably need a salary increase, but he is not sure what that would look like and a study needs to be done.

Motion: P. Brewer made a motion that PCSSD will do a study to see if PCSSD’s administrative salary schedule is competitive and equitable with surrounding school districts; seconded by Dr. Warren. Motion carried.
