Certified Personnel Policy Committee Minutes: August 19, 2015

Emergency Meeting Minutes

Present: Chairperson Pam Fitzgiven, Loveida Ingram, Judy Stockrahm, Renee George, Paul Brewer, and Superintendent Jerry Guess.

I. Call to Order: 5:02 p.m.

Quorum called by Chairperson Fitzgiven.

II. Approval of Agenda:

Motion to approve was made by Loveida Ingram; seconded by Paul Brewer. Motion carried.

III. Approval of August Minutes:

After some discussion, a motion to accept the August minutes with corrections was made by Judy Stockrahm; seconded by Loveida Ingram. Motion carried.

IV. Certified Personnel Policies

  1. June 24, 2015 Letter: Chairperson Fitzgiven reviewed the letter and the attached Personnel Policies that all certified personnel received this summer. She reminded administration that the letter allowed certified employees to rescind their contract within 30 days if they were not in agreement with the Board (Commissioner Johnny Key) approved policies. Those that did not rescind their contract with PCSSD, chose to stay based on the approved language that was sent to them. This language included paid Lunch/Bus Duty-- $500 per semester, and these policies need to be include in the 2015-2016 Certified Personnel Policies on the website.
  2. Memo from Paul Brewer Regarding Lunch/Bus Duty: The Committee reviewed the Memo written and distributed by Paul Brewer, Human Resources. Chairperson Fitzgiven stated that it gave a false impression of the Certified PPC. Paul Brewer stated that principals were calling him and asking him about the paid bus duty, and he told the principals that it was a mistake and that teachers would not be getting paid. Superintendent Guess stated that the Memo would stand for notification to teachers that there will not be paid bus duty. Chairperson Fitzgiven stated that a Memo would not override anything that the Commissioner has already signed and approved. She pointed out that Item 4 in the letter was amended language and that the district was already paying teachers for everything on the sheet entitled Certified Employee Additional Duty including paid lunch duty. The amended item, therefore, is paid bus duty. Chairperson Fitzgiven told administration that if they refuse to follow the Certified Personnel Policies, then it becomes a legal issue.
  3. Administrative Salary Schedule: We need this included in the Certified Personnel Policies.

V. Proposal Procedure for How Teachers will be Assigned Paid Lunch Duty and Paid Bus Duty:

Chairperson Fitzgiven shared with the committee a process in which teachers would be assigned for paid lunch/bus duty and asked the committee for their input. After some discussion, Chairperson Fitzgiven asked for a motion.

A motion to oppose the proposed procedure was made by Superintendent Guess; seconded by Paul Brewer. Motion failed.  

A motion to table the proposed procedure was made by Superintendent Guess; seconded by Brewer. Motion failed.

A motion to accept the proposed procedure to follow for paid lunch duty and bus duty assignments was made by Loveida Ingram; seconded by Judy Stockrahm. Motion carried.  

The District will determine the number of stipends each school will be allocated for morning and afternoon bus duty assignments for elementary and secondary, as well as, for lunch duty at the secondary level. Assignments are per semester and shall follow the following selection process:

The selection for lunch duty and bus duty will be based on volunteers and then determined by seniority. The certified employee with the most seniority will have first right of refusal and so on.

If after going through the seniority list for both lunch duty and bus duty, the principal is unable to secure enough teachers for either duty based on allocations set by the District, the principal will then assign lunch duty and bus duty to teachers with the least seniority until all positions are filled.

VI. Start and End Time for Parent/Teacher Conferences:

The committee discussed making the time consistent throughout the district, or allowing individual schools or even feeder patterns to determine the time for the conferences. Superintendent Guess made a motion for parent/teacher conference days to be from 11:00 a.m.-6:00 p.m. with a lunch built in; seconded by Brewer. Motion carried.
