Certified Personnel Policy Committee Minutes: August 11, 2015

Present: Chairperson Fitzgiven, Judy Stockrahm, Loveida Ingram, Renee George, Paul Brewer, and Superintendent Jerry Guess

I. Call to Order: 4:42 p.m.

Quorum was called by Chairperson Fitzgiven.

II. Approval of Agenda:

Motion to accept agenda was made by Paul Brewer; seconded by Superintendent Guess. Motion carried.

III. 2015-2016 Certified PPC Election:

Paul Brewer made a motion to ratify the voting procedure for the Certified Personal Policy Committee Election for the 2015-2016 school year; seconded by Superintendent Guess. Motion carried.

IV. 2015-2016 Certified Personnel Policies:

  1. Social Media Policy: Chairperson Fitzgiven pointed out that the Social Media Policy currently on the website has not been updated. It still contains the old policy and needs to be updated to the Social Media Policy approved by the Commissioner in April 2015. The Table of Contents will also need to be updated to reflect the correct title Social Media Policy. Administration stated they would take care of this.    
  2. Administrator’s Pay Schedule: Chairperson Fitzgiven requested that the administrator’s pay schedule be included in the Certified Personnel Policies. Superintendent Guess agreed to place it in the policies.
  3. Lunch/Bus Duty: A letter was mailed out to Certified Personnel over the summer which included a sheet titled Certified Employee Additional Duty which reflected Lunch/Bus Duty payment of $500 per semester. Chairperson Fitzgiven pointed out that this sheet was left out of the 2015-2016 Certified Personnel Policies. She stated it needs to be placed in the policies and the committee needs to create a plan in which teachers would be assigned for the duty. Paul Brewer stated he could explain why it was not placed in the policies. He then stated that principals have been calling him about the paid duty, and he was informing them that it was a mistake and should have never been sent out. Superintendent Guess stated teachers would not get paid to do bus duty. Chairperson Fitzgiven reminded them that it had been approved by the Certified PPC, the Community Advisory Board and then went on to be approved by Commissioner Key to be sent to all Certified Personnel to either rescind their employment or to remain an employee of PCSSD based solely on the polices sent in the mail. The district cannot come back and say it was a mistake. Superintendent Guess and Paul Brewer were very adamant that it was a mistake. Paul Brewer stated it was an old form that was mistakenly placed in the paperwork while making copies. The Superintendent was very adamant that the certified employees would not get paid. Therefore, Chairperson Fitzgiven asked for a motion.

    The following motion was made by Loveida Ingram and seconded by Judy Stockrahm:
    Lunch/Bus Duty selection will be based on teacher volunteer and then determined by seniority per semester.

V. House Concurrent Resolution R1008 Take Your Legislator to School Month:

The Certified PPC agreed to host our legislators September 23 – 30. Chairperson Fitzgiven will construct a letter to be sent out to legislators inviting to visit PCSSD’s schools during this week. The district will then send out something to administrators encouraging them to have various activities for legislators when they visit.
