Certified Personnel Policy Committee Minutes: May 12, 2015

Conference Room B

Present: Chairperson Pam Fitzgiven, Judy Stockrahm, Loveida Ingram, Superintendent Guess, Paul Brewer, Dr. Laura Bednar, Dr. Yolaundra Williams, and Sam Altschul

I. Call to order:

5:16 p.m.

II. Approval of Agenda:

A motion to approve the agenda was made by Loveida Ingram; seconded by Superintendent Guess. Motion carried.

III. Approval of April Minutes:

A motion to approve the April minutes was made by Loveida Ingram; seconded by Superintendent Guess. Motion carried.

IV. Professional Development:

Chairperson Fitzgiven asked that Dr. Bednar, Sam Altschul, and Dr. Williams be present to establish guidelines consistent with ADE regulations for the 18 hours of PD teachers must complete off contract for the week of Thanksgiving. The following is what was agreed on:

  1. We agreed to keep the May 1 deadline as the deadline to complete the 18 hours.
  2. ADE stated in writing that ADE does not limit the number of PD hours that teachers can get on AR-Ideas. It is up to the individual district/board to decide that. Therefore, teachers may complete the 18 hours of off contract PD on AR-Ideas.
  3. The State mandatory 2 hours—Teen suicide and prevention—can be completed using any approved ADE source not just AR-Ideas, as stated in a previous email.
  4. Changes were made to the district PD approval form. These changes included the May 1 deadline and to add ADE approved sources to the form to broaden the choices for teachers.

A motion to approve the changes was made by Loveida Ingram; seconded by Paul Brewer. Motion carried. 

V. Update on Mediation of PCSSD and JNPSD:

According to Superintendent Guess, mediation between PCSSD and JNPSD has not happened yet. Commissioner Key is still hoping that the two will be able to work things out before mediation. According to the Superintendent, If it does go to mediation, a professional meditator will be sought—someone outside ADE. He then informed the Chairperson that there will be a CAB meeting Tuesday, May 19 at 6:30 p.m.

VI. Classified Personnel Policies-Paul Brewer:

  1. DISTRIBUTION of PAYCHECKS:
    The Classified PPC voted to add language to their existing policies regarding the distribution of paychecks. Paul Brewer stated about 480 employees (classified and certified) out of 2800 employees receive a paper check. The district wants all employees to have their checks directly deposited. Those that do not will be issued a card from U.S. Bank. This card will be used like a debit card. The reason the change, according to Paul Brewer is mainly on bad weather days when checks go out, someone has to stay here at Central Office to issue the checks. He also stated that an employee could go to the bank and withdraw all their money at any time. Chairperson Fitzgiven questioned if there was a cost to the employee to have the card and use it. Paul Brewer stated there would be a small fee to the employee, and if the card is lost or stolen, there would be a fee to replace it. This will force employees to have a bank account. (see attached proposed language)

    A motion to accept the language on DISTRIBUTION OF PAYCHECKS to be added to the Certified Personnel Policies was made by Superintendent Guess; seconded by Paul Brewer. Motion failed with a vote of 2 FOR and 3 AGAINST.
     
  2. FRINGE BENEFITS
    The Classified PPC voted to change the language in their policies regarding fringe benefits. Paul Brewer stated that because so many teachers “used and abused” the short term disability, it became very expensive to the district. If it wasn’t for JTS negotiating with an independent broker to keep our short term disability, the district would not have been able to afford it. The district will continue to provide dental, vision, short term disability, long term disability, accidental death & dismemberment as long as they can afford it, but administration says they need to change the insurance language so that the district has the flexibility to change coverage if needed. Paul Brewer stated that they don’t want to be locked into anything. Judy Strockrahm questioned if the district could increase the $45.00 per employee per month the district funds. Superintendent Guess said no. This was something that had been negotiated a long time ago and it can’t be changed. (see attached language changes)

    A motion to accept the language change to the Certified Personnel Policies was made by Brewer; seconded by Superintendent Guess. Motion failed with a vote of 2 FOR and 3 AGAINST.
