Certified Personnel Policy Committee Minutes: April 20, 2015

Present: Chairperson Pam Fitzgiven, Judy Stockrahm, Loveida Ingram, Robert Austin, Renee George, Janice Warren, Paul Brewer, Superintendent Jerry Guess, Shawn Burgess—Human Resources, and Mark Burnett—AEA Attorney

I. Call to Order: 5:28 p.m. 

II. Approval of Agenda:

A motion to approve the agenda was made by Robert Austin; seconded by Loveida Ingram. Motion carried.

III. Proposal for the Separation of PCSSD and JNPSD:

Chairperson Fitzgiven distributed a proposal for the separation of PCSSD and JNPSD.  The proposal creates a timeline for the 2015-2016 school year, allows for one seniority list, and for teachers to have a choice in which district they would like to be employed by in the 2016-2017 school year.

A motion to accept the proposal was made by Loveida Ingram; seconded by Judy Strockrahm; Roll call vote was requested by Robert Austin. Motion carried.

Superintendent Guess stated that Chairperson Fitzgiven was not on the agenda for tonight’s CAB meeting to discuss anything but the Social Media policy. After much discussion, Superintendent Guess agreed that it could be presented to the CAB this evening, stating that the Certified PPC has accepted this and it’s for their review. This way the CAB has two proposals to look at. The Certified PPC’s proposal does not allow “bumping”, it allows for positions to be filled, only if vacancies exist. 

IV. Allocations for Teachers at Northwood and Scott:

Shawn Burgess updated the committee. On April 21, 2015 teachers from both Northwood and Scott will have their PD training at Central Office and each teacher, based on seniority, will be called in to select a position at schools with vacancies. If a position does not exist, they can “bump”. Chairperson Fitzgiven asked about the counseling positions. Currently there is 2 ½ counseling positions at Sylvan Hills, but they will allocate for 3 full time positions. According  to Burgess, the ½ time counselor has first choice at taking the full time position. Fitzgiven asked about seniority. Burgess stated that the teacher was already at SHMS and has first choice regardless of seniority. The Northwood counselors would only get the position if the ½ time counselor does not want it. 

V. Adjournment:

A motion was made by Robert Austin to adjourn; seconded by Dr. Warren. Motion carried. Adjournment 6:15
