Motion to approve agenda was made by Dr. Warren; seconded by Loveida Ingram. Motion carried.

Chairperson Fitzgiven shared data with the committee that had been collected from various schools on start and end time of teacher workday, PLC meetings, and staff meetings. There are inconsistencies across the district. Some teachers’ workday is 6 hours 40 minutes, while others are 7 hours and 40 minutes, while still others are longer. Administration recognizes there are inconsistencies but doesn’t want to make any changes at this time. They want to wait until next year when JNPSD has officially become their own school district. Dr. Guess stated that he was not going to establish a teacher workday—teachers should work until their work is finished. Chairperson Fitzgiven stated that all public employees have a start and end time and teachers are public employees.
Chairperson Fitzgiven reminded the committee that a survey was completed three years ago on the inconsistencies of the PLC meetings across the district. The Certified PPC even had a plan to correct the inconsistencies but administration refused to do anything about it. Administration agrees there are inconsistencies but don’t want to make changes until next year.
Chairperson Fitzgiven stated that there should be a consistent day and time for staff meetings that are set for each month and that teachers need to know in advanced when staff meetings will be held. She handed out copies of the language from the Professional Negotiations Agreement regarding staff meetings and teacher workday and suggested that the committee read it.
Instructional Facilitators are receiving PD credit for attending training during the workday yet attending the annual Reading conference is being denied to classroom teachers. Administration states it is due to the lack of subs. The committee was told that the PD that IF’s receive do not count towards their 60 hours required by the district.
Two teacher leaders at each school have been identified to go to Dr. Heinz trainings as well in which they receive PD credit as well.
We need more subs. Some principals are requesting a Dr.’s statement even if a teacher only takes one day of sick leave. Principals should be following the Personnel Policies. Principals are also asking teachers to submit personal leave in advance to be preapproved yet the Personnel Policies do not require this. Paul Brewer stated it is because they cannot get substitutes.
Chairperson Fitzgiven stated that the conference time for the third nine weeks needs to be changed from having a one hour lunch to just having a 6 hour workday. Many teachers did not receive an hour lunch or even a 30 minute lunch, and it ended up being a 7 hour day with no time for lunch. Superintendent Guess stated he refuses to have anything less than what we had last time for conference day.
A motion was made by Judy Stockrahm to change the third 9 weeks parent/teacher conference time to 12:00 p.m. to 6:00 p.m.; seconded by Loveida Ingram. Motion carried.
