Board Meeting Minutes: April 10, 2018

This regular meeting of the Pulaski County Special School District was held on Tuesday, April 10, 2018, in the Board Room of the PCSSD Administrative Building (925 East Dixon Rd.).

In Attendance:  Alicia Gillen, Eli Keller, Mike Kemp, Brian Maune, Linda Remele, Tina Ward

Absent: Shelby Thomas

  1. Call to Order

    • Dr. Remele called the meeting to order at 6:00 p.m.
  2. Roll Call

  3. Pledge of Allegiance

    • Dr. Remele introduced and welcomed Guest Board Student, Sydney McCord, SHHS student. Sydney led the Pledge of Allegiance.
  4. Public Comments

    • Judy Stockhram and Senator Linda Chesterfield spoke regarding their concerns about the Board not interviewing Dr. Warren for the Superintendent position and also their concerns regarding the proposed reductions in fringe benefits and step freezes.
  5. Recognitions

    1. Superintendent's Hero Award
      • Dr. Warren presented Jasper Llewellyn, Data Center Systems Administrator, with the Superintendent's Hero Award.
    2. National Board Certified Teachers
      • The following teachers were recognized for being our most recent group of teachers to attain National Board Certification: Jennifer Emfinger - Maumelle High School Carol Guilliams - Sylvan Hills Elementary Carole Kearby - Clinton Elementary Those teachers not present were: Jackie Ackley - Chenal Elementary, Denethia Lawrence Hall - Chenal Elementary, Stephanie Racop - Chenal Elementary, and Samantha Honea - Baker, RMS, and RES.
    3. Recognition of All-State Musicians 2018
      • JoAnn Koehler recognized the following students for being selected to the AR All-State Bands: Dan Anderson, Adam Chasteen, Miriam Copeland, Noah Woodall, and Logan Davis.
  6. Certified P.P.C. Presentation

    • The presentation will be made as an Action Item under New Business on the Agenda.
  7. Classified P.P.C. Presentation

    • Mr. Chesterfield expressed his concerns that the proposed cuts to be presented by Denise Palmer had not been voted on by either P.P.C. committee.
  8. Reports

    1. Construction Update
      • Tom Csicsila and Michael Hansberry, Baldwin & Shell, gave construction updates on Sylvan Hills High School, Robinson Middle School, and Mills High School Mr. Csicsila reported that S.H.H.S. is 50% complete with on-site work and the completion date of next summer still on target. He reported that RMS is in its final stages and is on target to be turned over by the 1st half of July. Mr. Hansberry reported that MHS is 75% complete, and projects a move in date for July 23, 2018, for the Administrators.
    2. Financial Update
      • Denise Palmer presented a Financial Update as of 3-31-18. Jack Truemper, Stephens, Inc., presented an updated financial analysis for the District along with three 2nd lien bond options.

  11. Comments from the Board

    • Alicia Gillen announced that Pine Forest 5th grade students will be presenting Beauty & the Beast Jr. this Friday and Saturday. Brian Maune requested to receive deadlines for ordering Science textbooks from Jennifer Beasley. Concerns were addressed by board member, Tina Ward.
  12. Superintendent's Comments

    • Dr. Warren presented the Board with "Save the Dates" for upcoming graduations. Dr. Warren announced that Daisy Bates Elementary and Pine Forest Elementary had been selected by the A.D.E. for the Extended Recess Pilot Programs for the 2018-2019 school year.
