Mission Statement
Sylvan Hills High School is committed to achieving academic proficiency, building positive life skills, and promoting cooperative relationships among students, staff, parents and the community in a safe environment. Our efforts will focus on improved student discipline, continued parental involvement and increased moral of students and faculty.

Background

The PCSSD School Board made a strong commitment to school improvement when it adopted its policy on Site-Based Shared Decision Making in 1992.  In 1995, the Arkansas Legislature echoed this commitment by enacting a law in Site Based Decision Making (A.C.A. 6-13-130). Both the Board Policy and the Law shift authority for school improvement from the central administration to the school site and support decision making by those persons closest to the school.  Both were also based on the premise that school improvement is more likely to occur through the cooperative efforts of the principal, teachers, support personnel, parents, students, and community members of each school.

The Sylvan Hills High School (SHHS) Site-Based Decision Making Council was formed during the 2003-2004 school year.  The first meeting took place on February 12th, 2004.  Organizational procedures were established and meeting dates were set. Because the concept of site-based decision making was new to all, the first Council relied heavily on the Board Policy Manual for guidance.  In this manual, it is stated :

        "Site-Based Shared Decision Making is an evolving process which will have successes and failures.  Effective School Councils will learn from improvement attempts that do not succeed because knowledge is gained and teams gain experience.  By taking risks and standing behind the risk of our colleges, School Councils send a clear message the everyone has a responsibility to do what he or she believes if best for students."

Membership

The SHHS Ste Council was establishes based on a composition of 14 members: The principal (permanent member), six teachers (one elected by PACT annually and five elected for 3-year terms), one support staff member (elected annually), four parents (elected for various terms), and two students (one sophomore and one junior).

Membership Elections

SHHS follows the procedures outlined in the Law (A.C.A 6-13-1304) concerning the election of members.  The majority of the Council is to be made up of teachers. One teacher representative is elected by PACT members annually, and  five teacher representatives are elected by all teachers for 3-year terms (staggered). The support staff representative is elected by support staff. The Law does not require parent nor student representatives to be included on the Site Council, but, SHHS does have four parent representatives elected by parents and two student representatives elected elected by students.

In August of each school year, a letter is sent to the faculty, staff, and PTSA by the Chairman of the SHHS Site Council announcing Council vacancies for the upcoming school year.  Those interested in seeking a position on the Site Council must submit his/her name to the Chair by September 5th. Secret ballot elections are then held by each "stakeholder" group. Members begin serving immediately following the elections.

Officers

Members of the Site Council elect a Chairman, Vice Chairman, and secretary at the first meeting of the new school year.

Committees

Existing committees or new committee structures  will be utilized to carry out specific tasks/projects at the request of the Council; these committees are generally short-term in nature, information-oriented, and used to asist the Council in making quality decisions.

Meetings

Meetings are held the third Thursday of every month at 4:00 p.m. in the SHHS Media Center.  Additional meetings may be called by the Chair to address emergency situations that may arise.
